It depends entirely on which windows have 5% tint. If it's your rear side windows and rear windshield, you're completely legal, even in Fresno, and have nothing to worry about. But if your front side windows have 5% tint, yes, you can absolutely be pulled over. Front windows must allow 70% light transmission, making 5% on the front one of the most obvious violations an officer will spot. Fresno law enforcement and CHP officers carry tint meters and can measure your VLT on the spot during any traffic stop.
